Due to historical reasons, China's original carbon dioxide gas cylinders have been used for a long time with a pressure of 125 kilograms per square centimeter and a filling coefficient of 0.75 kilograms per liter. Under such operating conditions, the applicable operating temperature limit is very low, while the objective operating temperature is relatively high. Therefore, the gas cylinder has been in an overpressure state for a long time, and many accidents have occurred. In 1965, the original Ministry of Labor revised the "Gas Cylinder Safety Supervision Regulation"
In order to properly formulate the design pressure and filling coefficient of gas cylinders, an exposure test was conducted on gas cylinders filled with gas, and relevant data under solar exposure were measured and verified based on meteorological data over the years in China. The test shows that under the condition of solar exposure, the wall temperature of the gas cylinder is close to the ground temperature. The ground temperature in most regions of China reaches or exceeds 60 ℃ in the summer months.
At that time, in order to alleviate the unreasonable situation in the past, the filling coefficient of carbon dioxide cylinders was reduced to 0.66 kg/l. However, the pressure on the cylinder has not changed, so the overpressure problem has not been resolved. When filled at 0.66 kg/L, the pressure in the bottle reaches 167 kg/cm2 at 60 ℃, and the cylinder is still in an overpressure state, which is not conducive to use.
In recent years, when revising the "Gas Cylinder Safety Supervision Regulation", our bureau has conducted further investigations on the design pressure and filling coefficient of carbon dioxide gas cylinders, consulted domestic and foreign data, listened to various opinions, and after repeated research, we hereby notify the relevant issues as follows:
1、 Since January 1, 1980, the design pressure, filling coefficient, exterior surface paint color, and markings of carbon dioxide gas cylinders shall be implemented in accordance with the "Gas Cylinder Safety Supervision Regulations" promulgated by our bureau on April 25, 1979. The specification of the carbon dioxide gas cylinder with the original design pressure of 125 kg/cm2 was canceled. Gas cylinder manufacturers are no longer allowed to sell gas cylinders with a design pressure of 125 kilograms per square centimeter as carbon dioxide, and inflating units are no longer allowed to convert gas cylinders with a pressure drop of 125 kilograms per square centimeter into carbon dioxide.
2、 The existing carbon dioxide gas cylinders currently in circulation can maintain their current status and will be phased out year by year during their continued use. The filling coefficient, external surface paint color, and markings shall be handled in accordance with the original "Gas Cylinder Safety Supervision Regulations". The following regulations must also be observed:
During storage, transportation, or use, it is necessary to avoid sunlight exposure in summer.
2. Implement night transportation in summer.
Under no circumstances should the ambient temperature exceed 45 ℃.
The summer time in each region should be determined based on the actual local temperature conditions. However, when the general temperature reaches or exceeds 26 ℃, it should be considered as summer time.
3、 Units filling carbon dioxide should verify the actual quantity of existing carbon dioxide cylinders (with a pressure of 125 kilograms per square centimeter) before January 1, 1980, and no new cylinders of this type may be added.
